Bjorgan Barrios visited Norwegian Parliament, and met Congress members of the Social Democratic Party (Arbeiderparti), discussing issues like refugee policy, human rights and integration, and public safety. Mr. Bjorgan met parliamentarians Stine Haaheim, Ingvild Kjerkol, Terje Lien Aasland and Lene Vågslid. Bjorgan said visit was useful to understand socialdemocratic policies towards Europe and Middle East. Before ESN, Victor Bjorgan Barrios was the Hemispheric Special Publications Director of the panamerican weekly Tiempos del Mundo, supervising a important staff in fourteen countries in the Americas, from Argentina to Mexico and the U.S.
Prior to Tiempos del Mundo, our Publisher was in the market research business for almost six years, by leading the Uruguayan branch office of GIA/Consultora Datos (Gallup Intl Assoc based in London) and a staff of fifty researchers.
Our Publisher was also -in the early 90´s, from 1992 to 1995- the National Director and CEO of the Uruguayan State Television (Channel 5) , supervising a staff of 500. During his administration the Uruguayan State TV increased its overall rating, modernized its infrastructure (new TV Studio, new equipment, new TV stations assuring national coverage). He received the gratitude of the government of the time for senior services rendered to the nation. During his tenure, a media disinformation campaign started by trying to discredit him, with lies, deceitfulness and defamation. Mr. Bjorgan served under two Presidents (under President Lacalle from October 1992 to February 1995, under President Sanguinetti from March 1995 until May 1995). Mr. Bjorgan received a Ministerial letter of thanks for his public services to the state. His successor Claudio Rama said of Victor Bjorgan Barrios “was an efficient administrator, innovative and consistent. During his time as head of Channel 5 he promoted the modernization of the institution, increased coverage and increased the quality of programming on the axes of diversity and promotion of identity.”
Victor Bjorgan Barrios was invited to Olivos in Buenos Aires and met the then President of Argentina Raúl Alfonsín.
Victor Bjorgan Barrios was also Advisor in the Cámara de Industrias del Uruguay (CIU). The then general manager of CIU Mr. Roberto Villamil said of Victor Bjorgan Barrios: “Mr. Bjorgan is an outstanding person, a highly valued professional. During the time we had worked together, our organization obtained remarkable results in external communications, helping us to shape a valuable image based on values. His knowledge and skills to connect with key players in the media, was essential to achieve our planned objectives. He did also consultant work, like the one with the Uruguayan Committee to Fight Against Cancer, as advisor in Organizational Behaviour CHLCC. The then General Manager of the CHLCC Dr. L. Albertini said of him “it was a pleasure, and an important asset, to have Bjorgan Barrios as Advisor in Organizational Behavior at Honorary Committee to Fight Against Cancer

CHLCC in 1993. At that time, as the Executive Coordinator I had the task, among others, to develop the structure of the Commitee from zero. Victor Bjorgan was very important in the design of this new organizational structure within the country’s health policies, and in dynamic relationship with the different actors in the field: National Cancer Institute, School of Medicine, Ministry of Education, Physicians Association.”
Before his advisorship with the CHLCC, Mr. Victor Bjorgan Barrios was the Institutional Relations Coordinator of the Program “FAS Fortalecimiento al Area Social/PRIS Programa de Inversión Social” declared by the IADB as a model for the continent. FAS/PRIS was a successful governmental social project to fight poverty, and was supported by the InterAmerican Development Bank IADB, the UNDP United Nations Development Program and the World Bank.
Before his consultant work, Mr. Victor Bjorgan Barrios founded CIIDU (Centro de Información, Investigación y Documentación del Uruguay) a leading NGO in the field of communications for rural

During the years of the military dictatorship, Mr. Victor Bjorgan Barrios was very active for the return to democracy and against dictatorship. Victor Bjorgan Barrios was Speaker against the dictator´s referendum in 1980 (in the opposition demonstrations occurred in Carmelo and Rosario/Colonia province), he was political secretary of the opposition nationalist leader Carlos Julio Pereyra. Mr. Victor Bjorgan Barrios also founded a opposition news magazine against dictatorship called SOMOS IDEA. Due to his involvement with the opposition media, his newspaper was banned and closed by the dictatorship and Mr. Victor Bjorgan Barrios escaped to Norway, to avoid imprisonment accused of subversion by the dictatorship. Mr. Victor Bjorgan Barrios was in exile in Norway, from September 1982 until November 1984. Once in Norway (1982), Victor Bjorgan Barrios helped the work of union leaders (CNT) in exile, and coordinated efforts with the Broad Front (Frente Amplio) exile leaders in Norway.
He was also close to the then leader of the National Party, Mr. Wilson Ferreira Aldunate. He organized a political campaign demanding the liberation of Ferreira Aldunate (in July 1984) and obtained support in many countries. He was the Press Secretary of Wilson Ferreira and of the Partido Nacional (1986-1988). Also Undersecretary of International Affairs of the Directorio of the Partido Nacional (1985).
